What are ChatGPT Ads and what can they do for recruitment?
Since 24 August 2026 businesses can advertise inside ChatGPT, the Netherlands included. What the channel is, how an ad gets picked, and why measurement is still the weak spot.

ChatGPT Ads are sponsored blocks that appear underneath a ChatGPT answer, matched to the topic of that conversation. They are not search ads and not an audience campaign the way Meta works. OpenAI switched the channel on across 31 European countries on 24 August 2026, the Netherlands included.
A genuinely new advertising platform does not come along often. Facebook, Google, LinkedIn and TikTok each reshuffled the deck, then it went quiet for years. This is another one, nine days old.
What exactly are ads in ChatGPT?
A sponsored block below an answer. You ask ChatGPT something, you get your answer, and underneath it there may be a card: advertiser name, logo, headline, a line of copy, an image and a link. OpenAI states that these blocks are always labelled as sponsored, kept separate from the answer, and that ads do not influence the answers. That is OpenAI's own commitment, not something we have measured.
Not everyone sees them. Ads only appear on the free tier and the low-cost Go plan; Plus, Pro, Business, Enterprise and Edu see none. Accounts OpenAI attributes to someone under eighteen are excluded, as are temporary chats. Ads are also kept away from sensitive conversations: personal health, mental health and politics.
The timeline is short. OpenAI began a test in the United States on 9 February 2026. Canada, Australia and New Zealand followed, then the United Kingdom, Mexico, Brazil, Japan and South Korea. On 24 August 2026 thirty-one European countries were added, and since 31 August European businesses can buy ads themselves.
How is it decided which ad appears?
This is the real difference. On Meta or LinkedIn you buy an audience: age, job title, behaviour, a company list. That kind of audience you cannot buy in ChatGPT. Your own list you can use: custom audiences let you include or exclude a file of email addresses or phone numbers, and you can target by country and by platform. Inclusion needs at least 25,000 matched people, so for a single vacancy it is not an option. Beyond that you supply context, and OpenAI's system decides when your ad fits the conversation of the moment.
That context takes the form of what OpenAI calls context hints: short descriptions, at ad group level, of the situations and topics where your offer is useful. OpenAI's own example makes the point. Not "running shoes", but "cushioned everyday running shoes for beginners training for their first 5K". OpenAI is explicit: not exact-match keywords, not targeting rules, no guarantee your ad shows up in a given conversation.
In Europe the difference is sharper still. OpenAI states that personalised ads are not initially available in the European Economic Area or Switzerland. What remains is the conversation in front of the user, plus coarse context such as language and rough location. So you appear not because of something looked up last month, but because of what is being discussed now.
There are three ways to buy: per thousand impressions, per click, or per click optimised towards a conversion. You set budget, run time and a maximum bid, and for cost per click OpenAI suggests starting between three and five dollars. An auction settles which ad wins, with relevance counting alongside the bid.
What is in it for an employer, and what is not there yet?
Start with reach. Pew Research Center found in February 2026 that 44 per cent of US adults report using ChatGPT, up from 34 per cent a year earlier. Ofcom puts UK adults using AI tools such as ChatGPT, Copilot or Gemini at 54 per cent. This article is for employers hiring in the Netherlands, so the Dutch figure belongs here too: Eurostat puts generative AI use among people aged 16 to 74 in the Netherlands at 44.7 per cent in 2025, 26.6 per cent for work.
Then what people do there. In the study OpenAI published in September 2025, roughly 30 per cent of consumer usage is work-related, and about half of all messages fall into what the researchers call "Asking": people value ChatGPT as an adviser. Pew found 38 per cent of employed US adults use chatbots at work, and OpenAI's 31 August announcement lists "looking for a job" as a reason people come.
And then our assumption, written as an assumption. We assume a lot of those work conversations are people thinking out loud about their own career: is this salary normal, what does someone with my experience earn, am I still in the right place. Nobody measures that publicly, and neither do we. But if it holds, this is the first place an employer can appear in front of someone who has told nobody they are wavering. That is exactly the passive talent a job board cannot reach.
Now the other side, and it weighs just as much. You get very little back out. Advertisers see no conversations, no chat history and no personal details, only aggregated figures. Ads Manager reports impressions, clicks, spend, click-through rate, average costs and conversions, and since May 2026 there is a pixel and a conversions API. But OpenAI itself writes that the platform has no performance benchmarks yet, and that this is a beta in which delivery, formats and measurement still change. So you see that people click, without a yardstick to judge whether that is good, and the path from click to application you build yourself with your own data and optimisation.
Which is how it belongs in a plan: as an addition to a campaign that already runs, with a small budget and your own measurement, not as a replacement for channels whose numbers you know. As a whole strategy, it is indefensible reach.
What do employers ask us about ads in ChatGPT?
Can I advertise there yet from the Netherlands?
Yes. Ads have run across 31 European countries including the Netherlands since 24 August 2026, and since 31 August you can buy them yourself through Ads Manager. OpenAI's country table lists the Netherlands as available. Larger advertisers can also work through the OpenAI sales team. No minimum daily budget in euros has been published yet.
Will my candidates actually see these ads?
Some of them. Only the free tier and the Go plan carry ads at all. That is a selection you have to weigh: in organisations that have rolled ChatGPT out for work, part of your target group sits in an ad-free environment. Temporary chats carry none either.
Can I measure whether it produces applications?
Partly, and less well than you are used to from Meta or Google. You see impressions, clicks, spend and conversions, and a pixel, the conversions API and fixed link parameters follow what happens after the click. What you do not get is a view of the conversation or the person, and there are no benchmarks. Plan to learn, not to steer.
